The product is positioned as a simpler, more accessible alternative to opaque internal government modeling tools. The company says its first customer will be the State of Massachusetts (deal in contractual discussion) and expects to become cashflow positive following that agreement. Outline currently has a team of five and plans to hire three to five more, primarily designers and economists. The company charges a yearly subscription and claims 10 states are already “interested”; it plans to add one state per quarter initially and then double that pace the following year.
